The article you cite in the Journal of Industrial Ecology was published in 2012. A lot has changed in the 12 years since then. For one thing, sodium ion batteries (no lithium required) have been commercialized are starting to appear in cars this year. Based on extensive life cycle analysis research that informs the global debate on transportation policy, we are now very sure that EVs are "a significant stride towards a cleaner and greener future."
